Background
The Detroit District Benevolent Fund is a qualified
501(c)(3) corporation organized exclusively for charitable purposes,
including distribution of emergency funds to individuals who experience
disasters and to other qualified exempt organizations who assist
individuals in need. The Fund was organized in 1987 and was an approved
organization in the Combined Federal Campaign (CFC) for over 10 years.
The Detroit
District Benevolent Fund (DDBF) had been inactive for several years
following an extensive reorganization within the Internal Revenue Service
in 2000. Although the DDBF had monies in its account, the Fund did not
actively advertise services to eligible persons, nor did it participate in
the CFC as it had for over 10 years. In 2004, former board members and
Ron Woytalewicz, President of NTEU, Chapter 24 took action to reactivate the Fund. A
solicitation of interest for board membership was sent out, and the
necessary applications for inclusion in the 2004 Combined Federal Campaign
were submitted. In September 2004, ex-officio board members appointed a
new Board of Directors as provided in the Funds bylaws, and held the
first Board meeting. The Detroit District Benevolent Fund was also
included in the list of local unaffiliated organizations from which
Federal employees could select for their CFC pledges. DDBF has been
active in CFC ever since, and has provided assistance to employees in
metro Detroit locations and throughout the state.
Board of Directors
The Detroit District Benevolent Fund Bylaws provide for
eight directors who are IRS employees posted in the state of Michigan,
with a minimum of two directors representing management and two members
representing the National Treasury Employee Union. Directors serve a
three-year term.
